Forbidden Dangerous Goods
The DGR describes dangerous goods forbidden for air transport as any article or substance that, as presented for transport under normal conditions, is liable to:
- Explode
- Dangerously react
- Produce a flame or dangerous generation of heat
- Generate a dangerous emission of toxic, corrosive, or flammable gases or vapors
Dangerous goods that meet these criteria are forbidden to be carried on aircraft under any conditions. The DGR lists forbidden dangerous goods in Subsection 4.2 List of Dangerous Goods with the word "Forbidden" next to the entry.
Some examples of dangerous goods that are forbidden for air transport include TNT, bombs, liquid oxygen, and aerosols containing toxic gases. Since it is impossible to list all forbidden items, you must take appropriate precautions to ensure that no such goods are offered for transport.
Certain dangerous goods that are considered too dangerous for air transport may, under exceptional circumstances, be granted an exemption by the States concerned. Acceptance of dangerous goods offered under State exemption is at the discretion of the operator. The State's competent authority must follow the acceptable quantities per package and acceptable packaging provided by the ICAO Technical Instructions for any substances permitted under exemption.
