Shipper's Responsibilities

Shippers must fully comply with the DGR when offering a consignment of dangerous goods, as well as any applicable regulations set forth by the States of origin, transit, and destination. A shipper who violates the regulations may be in breach of national laws and could face legal penalties.

The following specific responsibilities apply to shippers and are outlined in DGR 1.3.2:

  • Ensure that all relevant employees are properly trained on preparing dangerous goods consignments, so they can safely and efficiently carry out their responsibilities.
  • Establish whether an article or substance is prohibited for transport by air.
  • Ensure that articles or substances are properly identified, classified, packed, marked, labeled, and documented, and are in good condition for transport, meeting all DGR requirements.
  • Ensure that all cargo offered for air transport that is described as "Not restricted" or "Non-dangerous goods" does not meet any of the classification criteria for dangerous goods.
  • Ensure that dangerous goods are packaged in compliance with air transport requirements.

The shipper, freight forwarder, and cargo agent must ensure that all consignment documents and package exteriors have been checked for any indication of hidden hazards. The shipper must also keep at least one copy of dangerous goods air transport documents for a minimum of three months. This includes the Shipper's Declaration for Dangerous Goods and any other transport documents applicable to the specific consignment.

Because the shipper has direct knowledge of what is being transported, all other members in the chain of transport rely on the shipper to provide complete and accurate information about the consignment. Shipper accuracy and care are essential for transporting dangerous goods safely.
