Key Terms

To better understand the IATA DGR, review the following key terms of the shipping industry that are used throughout the regulations.

State of Destination - the country (State) in the territory of which the consignment is finally to be unloaded from an aircraft.

State of Origin - the country (State) in the territory of which the consignment is first to be loaded on an aircraft.

Operator - a person, organization, or enterprise engaged in or offering to engage in aircraft operation.

Shipper - a person, organization, or enterprise that performs, or that is responsible for performing, any pre-transportation functions.

Shipper's Declaration - required documentation that is prepared by the shipper to certify that the dangerous goods being transported have been packaged, labeled, and declared in accordance with the standard international shipping regulations.

Air Waybill (AWB) - bill of lading that serves as a receipt of goods by the airline (operator) and as a contract of carriage between the shipper and the operator. It includes the terms and conditions, a description of the goods, and applicable charges.
