Section 5-7 - Packing, Testing, and Labeling
This section describes the shipper's responsibilities regarding packing as well as general packing instructions. Before we discuss packing provisions, let us review some key terminology related to packing.
Outer packaging refers to the outer protection of a composite or combination packaging together with any absorbent materials, cushioning, and any other components necessary to contain and protect the inner packaging and its components.
Inner packaging refers to any packaging that requires an outer packaging for transport.
Combination packagings consist of one or more inner packagings secured in an outer packaging.
Composite packagings consist of an outer packaging and an inner receptacle that are constructed to form an integral packaging. Once assembled, it remains as an integrated, single unit. For the purposes of these Regulations, composite packagings are regarded as single packagings.
