Subsection 1.2 - Application of the Regulations

The IATA Dangerous Goods Regulations are applicable to the following groups:

• All airlines that are Members or Associate Members of IATA
• All airlines that are party to the IATA Multilateral Interline Traffic Agreement - Cargo
• All shippers and agents that offer consignments of dangerous goods to these operators

These Regulations provide the requirements applicable to the international transport of dangerous goods by air under normal circumstances. However, these Regulations do not require an operator to transport a particular dangerous good, nor do they prevent an operator from imposing special requirements beyond those covered in these Regulations.

For general transport requirements, the DGR states that no person may offer or accept dangerous goods for air transport unless the goods are properly:

• Classified
• Documented
• Certified
• Described
• Packaged
• Marked
• Labeled
• Readied for shipment in compliance with these Regulations

No person can transport dangerous goods by air unless those goods are properly accepted, handled, and transported according to the DGR.

If there is any conflict in the application of a required standard and the application of these Regulations, the Regulations take precedence.

If any package is opened during an inspection by customs or other authorities, it must be restored to proper shipping conditions by a qualified person so that it complies with these Regulations.

If dangerous goods are shipped while one set of regulations is in effect, and those regulations change during shipment, the dangerous goods may continue to their destination.

Exemptions and Exceptions are outlined in sections 1.26 and 1.2.7 respectively.
