Subsection 1.4 - Operator's Responsibilities
Subsection 1.4 outlines the operator's responsibilities. Operators must comply with the requirements of Section 9 - Handling, in the DGR. In addition, when an operator, its subsidiary, or an agent of the operator offers a consignment of dangerous goods, whether they use their own service or those of another operator, they must comply with the shipper's responsibilities covered in Subsection 1.3.
Operators' responsibilities cover the following areas:
- Acceptance
- Storage
- Loading
- Inspection
- Provision of information
- Reporting
- Retention of records
- Training
Operators must provide appropriate information to their employees, including flight crew and ground handling agents, to enable the employees to carry out their responsibilities regarding dangerous goods.
Operators must also notify passengers of forbidden dangerous goods at the time of ticket purchase. Notices of forbidden materials should be prominently displayed in sufficient numbers and include visual examples. Passengers must acknowledge that they understand the restrictions before the check-in process can be completed.
In the most recent updates to the DGR, Section 1.4.3 has been revised to allow operators to develop a performance-based notification system to advise passengers of their operation, and it must be fully documented by the operator.
