Subsection 1.5 - Training

Because proper and recurrent training is critical to the successful and safe air transport of dangerous goods, training is a necessary component of the DGR. Dangerous goods training programmes must be reviewed and approved by the proper authority in the state that the operator is operating in. Training requirements are outlined in Subsection 1.5.

Requirements

Training must be provided for all personnel identified in Table 1.5.A and Table 1.5.B. This includes:

• Shippers
• Packers
• Freight forwarders
• Operators
• Ground handling agents
• Security screeners
• Designated postal workers

Recurrent training must take place every two years (24 months) from the previous training, unless a relevant authority defines a shorter period.

Topics

Training topics must include:

• General familiarization with the provisions of the Regulations
• Function-specific training
• Safety training, covering the hazards posed by dangerous goods, safe handling, and emergency response procedures

Testing

Following dangerous goods training, the student must pass a test to verify understanding of the Regulations. The student must be provided with confirmation of successful test completion.

Training Records

Training records must be kept by the employer for a minimum of three years (36 months) from the most recent training completion date. These records must be made available if requested by the appropriate national authority.

Training records must include the following information:

• The individual's name
• The most recent training completion month
• A description, copy, or reference to the appropriate training materials
• The name and address of the training provider
• Evidence of successful test completion
