Subsection 1.7 - Security

Operators, shippers, and others involved in the air transport of high-consequence dangerous goods, defined as goods that could be potentially misused for purposes of terrorism and that could have serious consequences, such as mass casualties and destruction, must understand the security responsibilities associated with those dangerous goods. The security information in the DGR is intended only to supplement the appropriate State security measures.

Security measures must be in place to minimize the potential for theft or misuse of dangerous goods that could endanger people or property.

Security Plans

Security plans should address the following elements, at minimum:

  • Specific allocation of responsibilities for security
  • Records of dangerous goods transported
  • Review of current operations and a vulnerability assessment
  • Clear statement of measures to be used to reduce security threats (such as training policies, operating practices)
  • Procedures for reporting and responding to security threats, breaches, or incidents
  • Procedures for evaluating and testing the security plan, including periodic reviews and updates
  • Measures to ensure the security of transport information
  • Measures to ensure the security of transport documentation
