Training Requirements
Training can be broken down into four main areas that assist with the safe transport of lithium batteries by aircraft:
- Compliance - Following the rules for each process
- Monitoring - Maintaining proper function of equipment and safety systems
- Record keeping - Communicating hazards through written plans
- Reporting - Maintaining records for incident reports
Training is critical to maintaining a safe workplace. To carry out an effective training program, employers should complete the following tasks:
- Plan - Create a written framework for safe practices
- Organize - Create a training schedule, presenting best practices in an easily accessible format
- Implement - Train employees, monitor the effectiveness of the training, reevaluate, and adjust as needed
Plan
Employees should be well-versed in first aid procedures for the hazards associated with transporting lithium batteries. It is a good idea to include first aid procedures in a written plan for potential injuries, such as burns or smoke inhalation, associated with transporting lithium batteries.
Organize
Fires are the main risk associated with transporting lithium batteries. It is important to conduct a risk assessment of the aircraft before flight take-off. Hazards can be reduced or eliminated by applying a hierarchy of controls, such as:
- Eliminating hazards
- Using engineering controls
- Taking administrative measures
Implement
Employers should supervise all workers, especially new workers, that are at risk of transporting lithium batteries on-board an airplane. Supervision is important for ensuring proper use and maintenance of appropriate PPE. It is also important to make sure new workers are familiar with safe work procedures.
