Class 1 Classification Procedures
The Code states that any substance or article that is suspected of having explosive characteristics must be considered for classification in Class 1. The classification, compatibility group, and proper shipping name of all explosive substances and articles must be approved prior to transport by authorities in the country of manufacture. Several tests are applied that can exclude an article or substance from class 1. Fireworks are a special sub-class of Class 1 explosives and specific details pertaining to these explosive articles are found in the Default Fireworks Classification table at paragraph 2.1.3.5.5. Note the use of the compatibility group designation in the last column of the table, found under the heading "Classification." Fireworks are normally assigned to hazard divisions 1.1, 1.2, 1.3, and 1.4 except with two exceptions noted at paragraph 2.1.3.5.1.
