Class 5.1 - Oxidizing Substances
Class 5.1 - Oxidizing Substances includes goods that may not be combustible by themselves, but they can be contributors to the combustion of other materials, potentially resulting in explosion, intense fires, and the release of toxic gases. Substances classified under Class 5.1 may be solid or liquid. Tests specific to the solid or liquid state of a given substance determine the packing group to which it will be assigned. Packing groups are designated by I, II, or III. In general, substances most likely to create a combustion hazard are assigned to packing group I; those least likely are assigned to packing group III.
