Packing Group Assignment
One of three possible packing groups is assigned to a flammable liquid based on its flashpoint or initial boiling point. The flashpoint of a flammable liquid is the lowest temperature at which its vapor forms an ignitable combination when mixed with air. This is not a physical constant for a given flammable liquid, the chosen testing apparatus can make a difference in the results. The data in the Hazard Grouping Based on Flammability, found at Subsection 2.3.2.6, uses the "closed-cup" method as its basis. Initial boiling point tests that may be applied are based on a specific list of international and national standards.
