Noxious Liquid Substances

Chemicals carried in bulk are regulated through SOLAS Chapter VII and MARPOL Annex II. Both require that chemical tankers built after July 1, 1986, comply with the International Bulk Chemical (IBC) Code that sets the international standard for safe transport. The IBC Code directs the design and construction of these vessels, as well as which equipment needs to be carried for the protection of the crew and environment. It also sets out a list of chemicals and their hazards.

When it comes to these hazards, an appropriate emergency plan must be made, taking into account polar waters, and their unique impact. Ships carrying these substances must have approval by the administration and must also carry documentation that reflects the approval.

In the Arctic, it is prohibited to release any noxious liquid substance or mixtures that may contain them, according to Polar Code II-A 2.1.1.
