Risk Mitigation in Limiting Environmental Condition
This chapter is broken into two subchapters:
- Measures to be considered in adverse ice conditions
- Measures to be considered in adverse temperature conditions
Measures to be considered in adverse ice conditions
In the presence of hazardous ice, use low speeds. This subchapter should explain what this entails for the particular class and category of vessel the PWOM is covering, as well as considerations for the hazards present.
When adverse ice conditions are going to be encountered, or could potentially be encountered, the PWOM must set and make known additional procedures for additional watchkeeping procedures and the manning of lookouts. Some examples of these situations where additional needs are addressed are as follows:
- When in proximity to icebergs
- When operating at night in icy waters
- When operating in situations of low visibility
When the possibility exists that the vessel could come in contact with hazardous ice, the PWOM must explain the monitoring procedures to be employed. An example of these procedures would be inspections of compartments and tanks below the waterline.
Measures to be considered in adverse temperature conditions
When temperatures below the vessel's polar service temperature are forecasted or encountered, the PWOM must provide guidance for operations. To mitigate these risks, some options include the following:
- Delaying the ship
- Postponing the conducting of certain types of operations
- Using temporary heating
