DOD Packaging & Special Permits

Hazardous materials offered by, for, or to the Department of Defense (DoD) must be shipped in accordance with the Hazardous Materials Regulations (HMR) or in DoD-certified packagings of equal or greater strength and efficiency. These packagings may be reshipped by any shipper to any consignee as long as the packaging has not been altered or damaged.

For each shipment, shippers must obtain the certification, in duplicate, from DoD. Shippers must provide the originating carrier with a copy and retain the other copy for at least one year.

Special permits are waivers from specific requirements of the HMR. DOT may issue a special permit if you can prove a level of safety and public protection equal to that provided by compliance with the HMR. Special permits are assigned their own individual number, for example, DOT-SP 8308. Unless exempted by provisions of the special permit, the number must be marked on the package and on the shipping paper in association with the shipping description for the material.
