Package Inspections
The initial carrier and the designated agencies are authorized to inspect hazardous materials packages for package compliance. They may inspect for methods of manufacture, packing, closure, and storage of hazardous materials that affect safety in transportation.
During the inspection process, the inspector will make observations on the processes and procedures in place; the testing and manufacturing equipment used, as necessary; and the packaging, marking, labeling, training, registration, and security plans.
For example, after all information has been gathered by a DOT inspector, the inspector will provide a field report with the findings and then present those findings during an exit interview. The inspector will then prepare a final inspection report, which will detail the results of the inspection and any required actions.
If the inspection finds non-compliance with the Hazardous Materials Regulations (HMR), the Office of Hazardous Materials Safety (OHMS) may take one of the following actions:
- Warning letter
- Ticket for non-compliance
- Civil penalty
- Criminal penalty
