Reusable Packaging
When offered in accordance with 49 CFR §173.28, certain packagings may be used more than once to transport hazardous materials. Some non-bulk packaging used more than once must be retested and/or reconditioned as required by 49 CFR §173.28(b)-(d). Before reusing any packaging, you must remove or obliterate all previous markings, and mark the packaging with the letter "L" plus the name or symbol of the leak tester and the last two digits of the year tested, or mark the packaging with the letter "R" plus the name or symbol of the reconditioner and the last two digits of the year tested.
Empty Packages
If a packaging has been emptied, but not cleaned and purged, and contains only residue, you may not offer it for transportation unless you offer it in the same manner as before being emptied. This includes proper closure of all openings and valves. The conditions and exceptions associated with this requirement are found in 49 CFR §173.29.
