Canada Road & Rail Transport - Consignor

The consignor has the responsibility for determining the classification of dangerous goods. This activity is usually done by, or in consultation with, a person with knowledge of the nature of the dangerous goods, such as a manufacturer; a person who formulates, blends, or otherwise prepares mixtures or solutions of goods; or, in the case of infectious substances, a doctor, scientist, veterinarian, epidemiologist, genetic engineer, or other expert.

The consignor is responsible for determining the classification of dangerous goods before allowing a carrier to take possession of them for transport and before allowing dangerous goods to be imported into Canada. If the consignor notices an error in classification, or has reason to suspect an error in classification, he or she must not allow a carrier to take possession of the dangerous goods for transport until the classification has been confirmed as accurate or corrected.
