Canada Road & Rail Transport - Flammable Liquids

A railway tank car is a railway vehicle that is permanently equipped with a large tank used for transporting various dangerous goods. Specific rules applicable to tank cars are found in the TDG Regulations, Part 5, Section 5.14.1. These rules are summarized here.

A person is banned from importing, offering for transport, handling, or transporting certain dangerous goods included in Packing Group I, II or III in a tank car unless the tank car meets the following requirements:

• A Class 105, 111, 112, 115, or 120 tank car that is in compliance with the requirements of TP14877 for the tank car's class and that is equipped with a jacket that is made of ASTM A1011 steel, or steel of an equivalent standard, has a thickness equal to or greater than 3 mm (11 gauge), and is weather-resistant
• An enhanced Class 111 tank car with a jacket
• An enhanced Class 111 tank car without a jacket
• A TC 117R tank car
• A TC 117 tank car
• A TC 117P tank car

The dangerous goods included in this ban are UN1267, Petroleum Crude Oil; UN1268, Petroleum Distillates, N.O.S., or Petroleum Products, N.O.S.; and UN3494, Petroleum Sour Crude Oil, Flammable, Toxic.

The Minister of Transport may ask a consignor for the following information:

• The number of TC117R tank cars that the consignor owns or leases
• The number of TC117P tank cars that the consignor owns or leases
• The number of Class 111 tank cars that the consignor owns or leases, and uses for importing, offering for transport, or handling dangerous goods included in Class 3, Flammable Liquids
• The number of enhanced Class 111 tank cars that the consignor owns or lease, and uses for importing, offering for transport, or handling dangerous goods that are included in Class 3, Flammable Liquids
