Canada Road & Rail Transport - Regulations Parts

The TDG Regulations cover a wide range of subject related to the transport of dangerous goods. The document is divided into 21 parts. Sixteen of these parts comprise the regulations, and the final five are schedules listing information about specific dangerous goods. Each of the regulatory parts can be described as follows:

Part 1: Coming Into Force, Repeal, Interpretation, General Provisions, and Special Cases - Provides general information about the regulations, their provisions, and special cases. This Part also provides definitions of key terms.

Part 2: Classification - Describes regulations related to each of nine classes of dangerous goods. This Part also provides information on who is responsible for classification and how classification is proved.

Part 3: Documentation - Outlines documentation requirements, with information about consignor and carrier responsibilities, legibility and language, and location and retention of shipping documents.

Part 4: Dangerous Goods Safety Marks - Provides regulations for all classes of dangerous goods, types of containment, and shipping situations. This Part also includes illustrations of Dangerous Goods Safety Marks.

Part 5: Means of Containment - Describes rules for each class of dangerous goods, including regulations for tank cars carrying flammable liquids and the transport of infectious substances and radioactive materials.

Part 6: Training - Outlines training-related requirements, including information on training certificates and what constitutes adequate training.

Part 7: Emergency Response Assistance Plan - Describes the circumstances in which an Emergency Response Assistance Plan is required, and outlines procedures for approval, refusal, and appeals.

Part 8: Reporting Requirements - Provides information on emergency reporting requirements, loss and theft reports, and unlawful interference reports.

Part 9: Road - Describes regulations specific to the transport of dangerous goods by road.

Part 10: Rail - Describes regulations specific to the transport of dangerous goods by rail.

Part 11: Marine - Describes regulations specific to the transport of dangerous goods by vessel. (Note that Part 11 is out of the scope for this training course and will not be covered.)

Part 12: Air - Describes regulations specific to the transport of dangerous goods by air. (Note that Part 12 is out of the scope for this training course and will not be covered.)

Part 13: Protective Direction - Provides information on Transport Canada directions to cease or change an activity, issued to protect public safety.

Part 14: Permit for Equivalent Level of Safety - Details procedures to apply for and receive a permit to handle or transport a dangerous good in a way that is not consistent with TDG Regulations.

Part 15: Court Order - Provides the rule that is applied when a court order requires the payment of an amount to be used to conduct programs of research.

Part 16: Inspectors - Describes regulations related to the inspection of shipments of dangerous goods. This Part includes information on inspection certificates and detention notices.
