Safety and Health Plan Component - Safety and Health Training Defined by Title

Safety training may be different based on the employee's job title and positions. OSHA provides information for training for officers and leaders, specialist employees, and personnel. This training is the responsibility of the employer.

Officers and leaders

OSHA states that officers and leaders who may be in charge at an incident fully understand their company's incident command system. They should know where and how to obtain additional assistance and be familiar with the local district and state emergency response plans.

Specialist employees

Specialist employees may include (but are not limited to) experts (technical, medical, or environmental) who work with hazardous materials in their regular jobs and who are sent to the incident scene by the shipper, manufacturer, or governmental agency to advise and assist the person in charge of the incident.

Personnel

Skilled support personnel may include (but are not limited to) the following employees:

  • Employees who work for public works departments
  • Equipment operators such as those who operate bulldozers, sand trucks, backhoes, and similar equipment

These personnel should receive training on an annual basis. The training should include the following topics:

  • The care and use of personal protective equipment, including respirators
  • Knowledge of the incident command system (and an understanding of their responsibilities within it)
  • Areas needed to keep personnel current in their respective fields (as related to safety and health involving specific hazardous substances)
