Safety and Health Plan Component - Site Safety Plan
A Site Safety Plan is another large part of a safety and health plan. It establishes policies and procedures that protect workers and the public from a hazardous waste site's potential hazards. It also describes the planning process for safety and health during non-emergency situations.
The Site Safety Plan must provide the necessary actions to minimize accidents and injuries that may occur during normal daily activities. It must also include steps to take when adverse conditions occur.
OSHA states a Site Safety Plan "must be developed before site activities proceed." Employers then use information from this assessment to refine the Site Safety Plan so further site activities can proceed safely.
At minimum, a Site Safety Plan should do the following:
- List the key personnel responsible for site safety (and alternatives for when these individuals are not on-site)
- Describe the risks associated with each operation
- Confirm personnel are adequately trained to perform job responsibilities and handle specific hazardous situations they may encounter
- Describe protective clothing and equipment to be worn by personnel
- Describe any site-specific medical surveillance requirements
- Describe the periodic air monitoring program, personnel monitoring, and environmental sampling (if needed)
- Describe actions to take to mitigate existing hazards (for example, containment of contaminated materials) to lessen work environment hazards
- Define site control measures
- Include a site map
- Establish decontamination procedures for personnel and equipment
- Set forth the site's Standard Operating Procedures (SOPs)
