Underground & Burried Drums

29 CFR 1910.120(j)(1)(x) and 1910.120(j)(1)(xi) provide details on devices used to determine the underground location of drums or containers. 29 CFR 1910.120(j)(1)(x) states that a "ground-penetrating system or other type of detection system or device shall be used to estimate the location and depth of buried drums or containers."

OSHA's manual No. 3114, titled "Hazardous Waste Operations and Emergency Response," provides some examples of ground-penetrating systems:

  • Electromagnetic wave
  • Electrical resistivity
  • Ground-penetrating radar
  • Magnetometry
  • Metal detection

Once located, personnel must unearth these drums or containers. 29 CFR 1910.120(j)(1)(xi) notes that "soil or covering material shall be removed with caution to prevent drum or container rupture."
