Numerous factors determine who will be involved in emergency response, including the site size, the details of the emergency, and the number of personnel already on-site.

An emergency response can include individuals, small teams, large teams, or several teams interacting with each other. An emergency response plan can also include on-site personnel, off-site personnel, or a combination of both.

Every emergency will require a different response. However, there are general guidelines to follow regarding emergency responses, as follows:
