RCRA - Transporting Hazardous Waste

Transporters of hazardous waste must be well informed about the required procedures for transporting hazardous waste for the following important reasons:

• The hazardous nature of the waste puts the transporter in danger if an incident occurs as a result of improper handling.
• A hazardous waste spill or other incident may endanger the surrounding community and the environment.
• Failure to comply with the RCRA regulations may have legal implications leading to penalties.

One of the primary goals of the RCRA regulations for the transport of hazardous waste is the accurate tracking of every load of hazardous waste. The manifest system, with which the transporter must comply, is used for this purpose. Although the generator is responsible for initiating the manifest and packaging, labeling, and placarding the waste cargo, the transporter must monitor the waste and verify that they receive the appropriate placards and proper paperwork. Finally, the transporter must be prepared to take immediate action in the event of a spill or discharge of hazardous waste.
