RCRA - Uncontrolled Hazardous Waste Sites

An uncontrolled hazardous waste site is an area that has been identified by a local, state, or federal governmental body as a site where hazardous substances create a threat to the health and safety of individuals, the environment, or both.

Uncontrolled hazardous waste sites can be found on both public lands and private property. Public lands can include former municipal, county, or state landfills where illegal or poorly managed waste disposal has taken place.

Private property can include property belonging to generators of (or former generators of) hazardous substance wastes. For example, uncontrolled hazardous waste sites may be located on the following types of private property:

  • Surface impoundments
  • Landfills
  • Dumps
  • Tank or drum farms

Note that landfills are waste disposal areas that create energy through gas emissions from garbage. Dumps do not create energy from garbage.
