Hazard Communication Program, Step 1

Step 1. Learn the Hazard Communication Standard (HCS), 29 CFR 1910.1200(g), and identify responsible staff.

In this step, OSHA encourages employers to take the following actions:

  • Obtain a copy of the HCS. OSHA provides this on its webpage. The sections pertaining to employers using chemicals are paragraphs (e) through (h):
    • (e) written hazard communication program
    • (f) labels and other forms of warning
    • (g) safety data sheets
    • (h) employee information and training
  • Read and become familiar with the HCS. To create a comprehensive hazard communication program that addresses all aspects of chemical identification and handling, employers must read and know the HCS itself.
  • Designate someone to be primarily responsible for implementation of the HCS. This person is responsible for overall coordination, compliance, and allocation of duties.
  • Identify staff responsible for specific tasks or activities (such as training).
