Action Item 2: Define program goals.

Management can do this through the following actions:

• Establishing specific workplace goals for improving safety and health that are realistic and measurable. Rather than focusing on rates of illness and injury, the goals should focus more on injury and illness prevention.
• Developing plans to achieve these goals with specifics in mind (setting specific timeframes, allocating responsibilities to specific individuals, identifying specific resources needed)
• Communicating expectations for managers, supervisors, and employees

OSHA notes that "the goals and objectives should focus on specific actions that will improve workplace safety and health."
