OSHA covers private sector workers and employers in the following states and jurisdictions:

- The District of Columbia
- Puerto Rico

- American Samoa
- Guam
- Northern Mariana Islands
- Wake Island

- The Outer Continental Shelf Lands as defined in the "Outer Continental Shelf Lands Act.
Remember, workers may be covered under federal OSHA laws or under a State Plan, depending on the location of the workplace. This distinction is important when you are considering specific laws, requirements, and regulations.
