Indicators can be quantitative or qualitative.

Quantitative indicators are indicators that can be measured. (For example, the number of reported hazards in a specific timeframe.)

Qualitative indicators cannot be measured numerically. They relate to the quality of the work site. An example of this would be one worker expressing his or her opinion that the new program is effective.

OSHA notes that quantitative indicators are a better indicator of whether certain program goals have been met, as they can be measured.
