Opening Damaged Drums and Containers - Salvage Drum Requirements

49 CFR 173, a Department of Transportation standard, details the DOT requirements for packaging and shipping hazardous materials. This standard specifies requirements for "packages of hazardous materials that are damaged, defective, or leaking."

These packages must be placed in salvage drums, which are metal or plastic drums used for repackaging and disposal of hazardous materials. Salvage drums must be United Nations (UN) 1A2, 1B2, 1N2, or 1H2 tested. Consult the UN handbook Classification Procedures, Test Methods and Criteria Relating to Class 2, Class 3, Class 4, Division 5.1, Class 8, and Class 9 for more information.

Salvage drums must also be marked for Packing Group III and provide other information, such as tests for higher performance standards for liquids or solids, and a leakproofness test of 20 kPa (3 psig).
