Components of the Program
The three main components of an ITCP are as follows:
- Traffic control layout or diagram
- Legend explaining symbols in the diagram
- Notes explaining portions of the diagram
Diagram
The diagram is the main element of the ITCP and shows the layout of the work space and the movement of both workers and equipment within that space. The diagram does not have to be to scale but should provide an adequate overview of how the safety features operate.
Legend
A legend explains the symbols on the ITCP. There are standard symbols used in ITCPs, but there may be specific symbols used for classes of personnel and vehicle types for ITCPs designed for paving operations.
Notes
The notes portion of an ITCP contains specific elements, as follows:
- Safety points, which are areas where pedestrians are not allowed
- Injury reduction measures that provide information, such as the following:
- Tell where meetings should be held
- Review use of the ITCP
- Address communication needs
- Coordinate arrivals and departures of equipment
- Reference general safety requirements
- Site-specific provisions, which take into consideration site-specific features like entry and exit points
- Duties of various contractor personnel described in terms of the safety of personnel, such as:
- Safety officers
- Site supervisors
- Workers on foot
- Drivers
Notes should address site-specific elements, including the site speed limits.
