The steps to developing an ITCP program are as follows:
- Design
- Owner planning
- Contractor planning
- Construction
Design
Design is the first step of developing an ITCP, because creating a safe traffic flow requires adequate space. Construction site owners must select a properly sized space to accommodate an ITCP and ensure worker safety.
Owner Planning
Site owners help establish entry and exit points on a work site, which greatly impacts the traffic flow in an ITCP. Owners should choose entry and exit points that enhance safety by considering elements, such as the following:
- Roadway geometry
- Access points that are not hindered by structures, such as bridges
- The amount of right-of-way space needed for acceleration and deceleration lanes
- Space for parking
- Space for staging vehicles
Contractor Planning
A contractor should assign a specific individual on the project to serve as a coordinator of the ITCP. The contractor should specify the person's role and authority for duties, as follows:
- Implementation
- Incident response
- Reporting
Contractor planning should also define a specific process for reviewing unsafe incidents and potential hazards. Crew-member training is an integral part of any ITCP implementation.
Construction
During the construction phase of an ITCP, a site supervisor oversees the implementation of the plan. Many workers contribute to site safety, including the following:
- Foremen
- Supervisors
- Lead persons
These workers should be aware of safety elements, such as the following:
- Principles of safe construction traffic control
- Daily setup of the ITCP
- Daily monitoring of the ITCP
