- Review the contract documents and model plans.
- Determine the construction sequence.
- Draw the basic work area layout.
- Plot pedestrian and vehicle paths.

- Develop a communication plan.
Review Contract Documents and Model Plans
When preparing an ITCP, it is important to review the project plan along with notes about access points. It is important to also review the sequence of construction.
Determine the Construction Sequence
Determine the construction sequence in the ITCP through the following steps:
- Noting the operations and sub-operations for each phase of construction
- Listing personnel required for each operation
- Listing equipment required for each operation
- Creating task-specific ITCPs for any sub-operations or tasks thought to be hazardous
Draw the Basic Work Area Layout
Draw the configuration of the work area. The drawing does not have to be to scale. Include basic elements, such as the following:
- Personnel paths
- Equipment paths
- Entrance and exit points
- Existing traffic lanes
Part of preparing an ITCP involves mapping out pedestrian and vehicle paths, as well as marking the location of utilities, storage, and staging areas.
Plot Pedestrian and Vehicle Paths
Perhaps the most important part of creating the ITCP is outlining where pedestrians and vehicles will be within the construction site.
When plotting pedestrian and vehicle paths, it is important to plan the paths of vehicles to be in line with the basic principles of safe construction traffic control, such as the following:
- Avoiding long backing maneuvers for dump trucks
- Controlling entrance and exit points for trucks
- Plotting pedestrians to be as far away from vehicle paths as possible
- Staging parking, toilet, and break areas away from the general pathways of vehicles and equipment
- Creating worker-free zones to prevent workers from gathering in areas near equipment or in vehicle paths
Locate Utilities, Storage, and Staging Areas
The diagram should include the following:
- Special warning devices like overhead power line awareness markers
- Equipment that may be used periodically and stored in a safe area
- Any utilities that could impact the work area, such as:
- Power lines
- Catch basins
An ITCP should contain notes that can serve as a site audit and that can assist supervisors in carrying out a safety program. A communication plan to help implement these safe work practices is the final element of an ITCP.
Prepare Notes
When preparing the notes section of an ITCP, it is important to address certain elements, as follows:
- Explain the diagram.
- Specify duties of personnel in the work area.
- Supplement other contract documents.
- Establish safety points.
- Include a description of pedestrian-free areas for vehicles.
Develop a Communication Plan
An ITCP communication plan will accomplish key safety goals, as follows:
- Inform and update affected parties about the ITCP.
- Include a list of the people who require information and their contact information.
- Share a schedule and plan for on-site training.
- Provide direction about the best ways to communicate with truck drivers and other visitors.
- Provide a plan for regular communications as the project moves forward and the plan is updated.
