Hazard Communication Program

Employers that have hazardous chemicals in their workplaces are required by OSHA's Hazard Communication Standard (HCS) to implement a hazard communication program. The program must include labels on containers of hazardous chemicals, safety data sheets (SDSs) for hazardous chemicals, and training for workers. Each employer must also describe in a written program how it will meet the requirements of the HCS in each of these areas.

At a minimum, a written hazard communication plan must include the following:

  • A list that identifies all hazardous chemicals with a potential for employee exposure
  • The SDSs or information on how to access the SDSs for all hazardous chemicals used at the worksite
  • The designated person responsible for obtaining and maintaining the SDSs
  • Procedures to follow when the SDS is not immediately available
  • Procedures for updating the SDS when new and significant health information is found
  • Procedures to verify hazardous chemicals are properly labeled
  • Procedures to follow if a label on a container is defaced or missing
  • Procedures for informing subcontractors and outside contractors of the hazard communication program
  • Procedures for reporting spills or accidental release of hazardous chemicals
  • Training requirements for employees, including the following topics:
    • The Hazard Communication Standard
    • Understanding and interpreting the information on labels and SDSs
    • The location of the written HCP, SDS, and inventory list of hazardous chemicals in the workplace
    • Chemicals and hazards that employees may potentially be exposed to
    • Container labeling
    • Chemical storage locations
    • Proper recognition and handling of hazardous chemicals
    • Proper use and location of safety and personal protective equipment
    • Methods and observations to detect the presence of hazardous materials
    • Emergency response and evacuation procedures
