Applicable Regulations
Congress first established construction industry safety standards by amending the Contract Work Hours and Safety Standards Act in 1969. In 1971, these standards were re-designated as Code of Federal Regulations Title 29 part 1926, abbreviated as 29 CFR 1926. Steel erection was given its own section (Subpart R), with safety standards specific to its particular hazards and duties. In 1992, Subpart M was added to provide standards on fall protection. The multiple subparts became confusing, however, as many structural steel companies were not sure which subpart to follow. OSHA fixed this problem in 2001 by incorporating fall protection into the steel erection subsection (Subpart R), which gave structural steel workers a single standard to follow. Those safety regulations still stand today as 29 CFR 1926 Subpart R.
