Flaggers
In some circumstances it is necessary to use workers called "flaggers" for manual traffic control at a roadway construction site. Flaggers signal to stop traffic, slow the traffic passing through the work zone, and control the stopping and starting of traffic through one-lane, two-way work areas.
Flaggers are vulnerable to passing traffic, however. In fact, flagging is one of the most hazardous activities related to roadway construction work. Because of this, it is preferable to use TTC devices, instead of using people to control traffic whenever possible. The use of flaggers should be considered only when using devices may not be as effective.
