Fundamental Principles

Section 6 of the 2009 MUTCD covers temporary traffic control (TTC) during roadway construction. Its rules cover both public roads and private roads that are open to public travel (such as traffic lanes in a mall parking lot). Temporary traffic control measures must be designed to do the following:

  • Ensure that cars, trucks, motorcycles, and other motorized vehicles can move through the area easily and safely.
  • Consider the requirements of people traveling by bicycle or on foot.
  • Address the requirements of those who may be disabled, under the Americans with Disabilities Act of 1990.
  • Plan for transit operations (such as buses and trains) for emergency response, and for access to and from properties and utilities adjacent to the road work area.

The safety of both workers and incident responders is also critically important in TTC. The MUTCD states that TTC solutions must be tailor-made to fit the situation. There is no one-size-fits-all TTC plan that can be applied to every roadway construction project.
