Other Considerations

Other factors can influence the TTC plan, including the following:

Pedestrians and bicycles

If a work zone includes an area used by pedestrians or bicyclists, the typical application needs to be adjusted to separate these travelers from the work site. Planners must ensure that pedestrians and bicyclists are not exposed to unexpected excavations, open utility access, overhanging equipment, or other dangerous conditions. Avoid creating longer detours for pedestrians, which are unlikely to be used.

Transit

If buses or other means of public transit are present in the work zone, planners must consider their routes and schedules. This may require the involvement of municipal transportation managers.

Utility work

Utility work often takes place on or near roadways and will require TTC. They are generally short-term, daytime operations on lower-volume, lower-speed streets. The crew size is usually small, and only a few vehicles are involved. Because of these factors, the number and types of traffic control devices placed in the TTC zone may be fewer than for other work zones. The TTC plan requires high-visibility signage; high-visibility, fluorescent orange-red or yellow-green reflective safety apparel for the workers; and well-marked vehicles.

Incident management

Traffic accidents and other incidents are common in roadway construction work zones. The TTC plan should including planning for these incidents. Always consider how first responders will reach the location of the accident under the TTC conditions. Incident management planning may require the involvement of local area police, fire, and emergency medical services decision makers.
