The TTC Plan
The TTC plan is a detailed document that includes all the methods required to safely conduct TTC at a roadway construction site. Any time the normal flow of a roadway is temporarily changed to accommodate roadway construction work, TTC planning must take place, and the site needs to have a TTC plan. To be effective, this planning must consider the safety of workers, road users, pedestrians, bicyclists, and others. It must also ensure the efficient completion of the job at hand.
Unfortunately, you cannot create one TTC plan and then apply it to all situations. The MUTCD provides a number of ready-made plans for common roadway situations. Even these "typical applications" must be adjusted for the realities present at a given roadway construction work site. Often a TTC plan will customized to include components of several different typical applications.
Planners need to consider the following elements when they devise a TTC plan for a roadway construction area:
- Road configuration
- Location of the work
- The work activity and the duration of the work
- Road traffic volumes
- Road vehicle mix (buses, trucks, cars, motorcycles, and bicycles)
- The presence of pedestrian traffic
- Road user speeds
- Incident and emergency response in the area
