Portable & Changeable Message Signs

A portable and changeable message sign (PCMS) can be a flexible solution for situations in which temporary signage is required. The full MUTCD specifications for these devices are found in 2009 MUTCD Section 2L, but some different rules apply when a PCMS is used in a TTC situation.

PCMS devices are useful in situations where highway alignment, road rerouting, or other conditions apply. PCMS devices can communicate or warn of such things as roadway, lane, or ramp closures; incident management information; restricted lane-widths; and adverse conditions or other special events. In these situations, the PCMS device can communicate more complex messages, display up-to-the-moment information, and give road users the information they need to make advance decisions about alternate routes to take.

Follow MUTCD rules for using PCMS devices. The devices need to comply with regulations for design and use. Messages must not include advertising. In addition, flashing animations, exploding or scrolling text, and other such modes of displaying messages are prohibited. If words must be abbreviated in order to fit the display, follow the abbreviation rules found in 2009 MUTCD Section 1A.15.
