Principle 1: Plan Ahead

Before any work begins on a roadway construction project, a comprehensive \TTC plan should be developed. This plan should include the same rules that are used to make a road as safe as possible under normal conditions. These rules cannot be broken. The plan should focus on methods to move traffic through the working area. Traffic flow during construction should be as similar as possible to normal, non-roadwork conditions.

The MUTCD states that a TTC plan is needed for all roadway construction projects. When a project is more complicated, the plan needed becomes more complex, too. Regardless of the project size, the preparation of the TTC plan needs to include all of the responsible parties involved in the project, including traffic engineers, contractor safety personnel, government authorities, and others.
