Principle 4: Routinely Inspect Traffic Control Devices

Over the period of time in which road work is being done, needs for traffic control devices are likely to change. Road crews must make adjustments promptly. For example, a sign that announces a lane closure will not be needed when the lane is permanently reopened. The sign should be removed.

Road safety personnel must check all devices in a TTC zone to confirm that the devices are communicating clearly and positively under a variety of conditions. These conditions can include high- and low-traffic volumes, during daylight and nighttime, and different weather conditions.

The devices need to be clean, clearly visible, and accurate in their communication. They should be in compliance with the TTC plan and MUTCD rules.

A person with knowledge of the MUTCD rules and who is trained or certified in proper TTC should be assigned the responsibility of safety management in the roadway work zone. One key job duty for this person is to inspect all devices used to control traffic in the TTC area.

When appropriate, the circumstances of any crashes or vehicle accidents in the TTC area should be fully investigated by safety personnel. Learning more about the causes of the accident may help planners identify the need for any changes to the deployment of traffic control devices.
