Qualifications for Flaggers

Under MUTCD regulations, flaggers must receive training in safe traffic control practices and in public communication skills. Each flagger should be able to demonstrate that he or she meets the following qualifications:

• The ability to receive and communicate instructions clearly, firmly, and politely
• The agility to move quickly in order to avoid danger from oncoming vehicles
• The ability to correctly use signaling devices to provide guidance to drivers
• An understanding of and ability to apply safe traffic control practices
• The ability to quickly recognize and warn others of dangerous traffic situations

Three important rules should guide a flagger while he or she is on the job. First, the flagger must never turn his or her back to oncoming roadway traffic. This is important both while actively flagging and before and after actively flagging. Second, the flagger must always determine what action he or she will take should a vehicle be traveling directly toward them. Preparing in this way may make the difference between life and death in a split-second situation. Third, a flagger should be alert at all times while on duty. Flaggers should strictly avoid the use of cell phones, conversations with coworkers, and other distractions.
