Assembly & Disassembly: Supervision Requirements
Assembly and disassembly (A/D) must always occur under the supervision of a "competent person and a qualified person, or by a competent person who is assisted by one or more qualified persons.
This individual must possess a knowledge of assembly/disassembly procedures, review the procedures before beginning A/D, and identify and address hazards, which may include the following:
- Inadequate site and ground bearing conditions
- Blocking sizes and amounts that do not safely and stably handle loads
- Blocking that, when supporting lattice booms or other components, does not protect the equipment's structural integrity or prevent potentially dangerous movements that could lead to collapse
The person in charge of A/D must also ensure that crew members understand the following:
- Expected tasks and hazards associated with them
- Hazardous situations or locations they must avoid
- Procedures for situations in which a worker assumes a different task mid-operation, a new person is added mid-operation, or an individual must locate themselves in an unsafe area, such as in an area out of view of the operator, under a load, or in a boom. All such procedures are detailed in §1926.1404.
