PRCS Written Program
OSHA requires an employer to produce a written permit-required confined space entry program that is specific to the space that will be entered. The program must include the following components:
- Employee responsibilities
- Appropriate measures to prevent unauthorized entry
- Identification and evaluation of permit space hazards
- Proof of atmospheric condition testing
- Established means and procedures to eliminate or control hazards necessary for safe entry
- Description of personal protective equipment (PPE) and any other equipment necessary for safe entry
- Outline of appropriate procedures for summoning rescue and emergency services, and preventing unauthorized personnel from attempting rescue
- An established written system for the preparation, issue, use and cancellation of entry permits
- A review of established entry operations as necessary
The performance of a team, which can consist of one or multiple entrants, attendants, supervisors, and emergency responders, is improved when appropriate training on the specific procedures is outlined in the written program. The following slides will look at responsibilities for competent person supervisors.
These responsibilities are outlined in OSHA 29 CFR 1910.146. It is crucial that all team members work together to increase safety.
