Rescue Operations - Phase 1: Pre-Entry
Because a successful rescue is based on proper planning, the first phase in an entry-required rescue is critical. All hazards and potential scenarios should be considered before entering the confined space in order to protect the rescuer and ensure a safe recovery of the victim.
The pre-entry steps listed below can be performed by a rescuer with awareness level training.
- Initiate the Incident Management System (IMS).
- Isolate the scene and deny entry to prevent further danger to victim(s), personnel, and bystanders. Initiate procedures for implementing site control and scene management.
- Size up the situation:
- Rescue vs. recovery
- Cause of incident
- Function being performed in the confined space
- Nature of injury or problem
- Number of victims
- Specific victim information
- Location of victim(s)
- Location of alternate entry and access points
- Permit-required or non-permit required space
- Initiate contact and establish communication with the victim(s).
- Obtain a copy of the confined space permit and, if possible, any blueprints or drawings of the confined space. Also obtain any Safety Data Sheets (SDS).
- Begin filling out the Fire Department Confined Space Entry Permit.
- Identify any possible or potential hazards and take appropriate steps to eliminate or minimize them. Ensure Lockout-tagout is done.
- Perform atmospheric monitoring for oxygen content, flammable gases and vapors, and toxic air contaminants. Continue to test periodically.
- Set up primary and secondary air supply systems that are ready to become operational.
