Responsibilities

Confined space safety is everyone's responsibility!

Employer - The employer is responsible for developing a written Confined Space Program that is reviewed and updated on a regular basis, including a confined space permit system. The Confined Space Program should include an evaluation of the confined space and proper signage, entry procedures, testing and monitoring of the air quality procedures and record keeping, and training of employees. The employer is also required to inform rescue teams of the hazards they may encounter in the confined space and provide the rescue team with access to all permit spaces from which rescue may be necessary.

Supervisors - All supervisors should be fully trained and qualified to supervise a confined space work environment. They must identify all confined spaces, ensure the space is properly prepared for entry, thoroughly train and inform workers of hazards, ensure confined spaces are restricted from unauthorized entry, and secure the space and cancel the permit once work is completed. The supervisor is also responsible for verifying that rescue services are available.

Workers - Workers should notify their supervisor when they become aware of safety problems. Workers are responsible for working in a safe manner, learning about the hazards and safety plans for the confined space, performing pre-entry preparation as directed by the supervisor, and immediately evacuating the area when required.

Rescue and Emergency Services - OSHA requires that a rescue team have the capability to reach the victim(s) within an appropriate timeframe and that the rescue team is equipped for and proficient in performing the needed rescue services. The rescue service selected may be an onsite team or a local fire department. However, the rescue service chosen for a confined space must always be available.
