HAZWOPER
The OSHA standard Hazardous Waste operations and Emergency Response standard (HAZWOPER, 29 CFR 1910.120 and 1926.65) covers activities related to stopping and containing spilled oil, considering them "emergency response" activities.
If HAZWOPER conflicts or overlaps with any other OSHA standard, the standard that provides more employee safety and health protection must be followed.
Cleanup sites may be considered as hazardous waste sites, or may become such sites, and should follow the requirements for hazardous waste sites under HAZWOPER. Specific training control measures are required, if certain criteria apply.
Shoreline cleanup is considered "post-emergency cleanup operations."
