Developing the ITCP
An ITCP combines a diagram of the roadway work space, a diagram legend, and explanatory notes. The diagram is the core of the ITCP, and shows the layout of the work space, the movement patterns of vehicles and people within the work space, and planning for the entrance, parking, and exit of all vehicles. When developing the ITCP, the employer or other competent person should consider where materials, equipment, and other items will be stored, and how these locations will affect the movement of workers on foot and moving vehicles.
The ITCP must identify designated worker break areas, sanitation facilities, vehicle parking areas, and meeting areas. The location of these areas should ensure that they do not create hazards for workers traveling to and from or occupying the areas.
A simple, hand-drawn diagram, roughly to scale, may suffice for simple roadway work zones. As the roadway work zone becomes more complex, however, the project will likely call for traffic safety engineering and accurate, to-scale diagramming.
The explanatory notes section should detail safety points, such as pedestrian-free areas, buffer areas around construction equipment, and plans for the right-of-way between workers on foot, moving construction equipment, and other vehicle traffic.
The ITCP notes section should also include injury-reduction measures. Here, the employer will specify when safety training and meetings will occur; implementation of the ITCP; and plans for coordinating vehicle entrance, exit, and movement throughout the project.
